never could be, other than an advisory body, to
give opportunities to unofficial opinion to air its views on the" Municipal" affairs of the

that one of the chief results of the replacement
of the Sanitary Board by the new Urban Council
will, be to substitute a Municipal Authority with definite executive and
enacting, administrative powers which will be
carried out through the Sanitary Department.
In these three Ordinances, No.7 of 1935,
provides for the creation of the Urban Council
in place of the Sanitary Board, and also repeals
the various Public health and Buildings Ordin-
ances, the important parts of which will be re-
enacted in one or other of the remaining Ordinances
in the new scheme.

No.9 of 1935, assembles in one Ordinance
the powers which have hitherto been divided in
relation to the control of common lodging houses
in Hong Kong. The licensing of this class of
property will remain in the hands of the Secretary
of Chinese Affairs, but will depend upon the
officers of the Urban Council being satisfied as
to their sanitary etc. efficiency after inspection.
No.8 of 1935, re-organizes the regula-
tions with regard to the sale of food and drugs
and places in the hands of officers of the Urban
Council full powers of inspection and seizing
and destruction of food etc. unsuitable for con-
sumption.
